Rue21 is pretty good place to shop. They have cheap prices, but the quality of clothing is not very good.

It's a good place to get stuff that is trendy and won't stay around long. You just have to look, they have some nice stuff but they have some poorly made items as well. Like the graphic tees and tanks are bad quality but their sweats and jeans are nice. Clearance(under $5) so you have to pick your battles sometimes.
